The June 2026 Merchant Fee Change and Why Some Shops Say No

What changed. From June 2026, merchants bear a discount rate on RuPay credit card transactions made through UPI above a small ticket threshold, charged at rates that vary by merchant category and debited from their settlement account.

Who pays. The merchant, not you. Below the threshold there is no charge at all, which is why small shopkeepers and roadside vendors are unaffected.

Why it changes behaviour. Bank account UPI remains free for merchants. Credit card on UPI is not. That gives larger merchants a direct financial reason to prefer you pay another way, and some now ask.

What is not allowed. A merchant may decline the payment method. Passing the charge on to you as a surcharge is not permitted under the rules, though enforcement is patchy in practice.
